Summary of the Job Role:
The Information Resources Clerk is responsible for the management of the information resources at FAO Representation in Bangladesh. He / she works under the overall guidance of the FAO Representative, the direct supervision of the Assistant FAO Representative (Operation), and the technical guidance of the Information Technology Officer (ITO) of OCD. The incumbent ensures the up-to-date setup and high performance of the office’s Information and Communication Technology (ICT) system(s) and equipment and is responsible for the maintenance of the country office’s Registry and Library, both physical and virtual.

Duties and Responsibilities:
The incumbent performs the following duties:
I. Manage and coordinate the Office’s Information & Communication Technology System (ICT) and Equipment
Act as focal point and knowledge reference for all ICT matters of the FAO Representation, thereby functioning as the Office Technology Coordinator (OTC) for the country office.
Assist all office staff by logging requests and resolving basic problems.
Liaise with external technical experts and support companies, following up on user problems and requests until resolution is achieved.
Assist in the coordination, set-up and use of network services (i.e. file/print services, security, e-mail, backups), following FAO’s corporate standards.
Draft requests for purchases of hardware and software, according to corporate guidelines and procedures.
Monitor the Representation’s Minimum Security Telecommunications Standard (MISTS) compliance and collaborate with other agencies as required.
Maintain an inventory of computers, peripherals, software and MISTS equipment; ensure its proper maintenance, secure handling and storage; track loaned equipment.
Maintain the FAO Country Office Intra-/Internet website, using the Organization’s standard templates and toolkit.
II. Maintain the Registry function for the FAO Representation
Adapt the registry services to the needs of the country office and ensure the quality of records; provide a single, simplified filing and recording structure/system which enables efficient handling of documents; ensure compliance with FAO’s standard registry procedures and regulations; act as knowledge reference for all registry matters of the country office.
Review, classify, copy, scan, file and distribute electronic and physical incoming and outgoing correspondence, documents and publications; prepare and update mailing lists; define and maintain appropriate access to security records; maintain office and registry files duly updated.
Employ electronic filing of records whenever possible, thus reducing paper based filing to a minimum; if applicable, introduce and use the Digital Records Management System (DRMS) used in FAO Headquarters for filing and structuring.
Provide reference and search assistance to internal and external enquirers, also with regard to vague and unclear requests, requiring a good knowledge of the record’s structure; provide for regular and timely pouch and dispatch of documents and correspondence to any destination; monitor its status and disposition.
Ensure the periodic transfer of inactive electronic and physical files to the archives as per FAO archiving policy.
Maintain postage register of all out-going mail and prepare monthly statement of expenditure.
Maintain contact with appropriate units at FAO Headquarters on technical matters and to improve filing and reference systems.
III. Administrate the Library of the Country Office
Maintain the FAO Representation’s virtual and physical reference library.
Ensure that all newly released FAO publications and all relevant publications of interest in the areas of FAO’s activities in the country are received timely by the FAO Representation.
Receive, register, catalogue and maintain all incoming physical and electronic publications, periodicals, and reference documents; maintain a record of all publications stored at the FAO Representation, if possible by accessing and updating the corporate library catalogue.
Advise and assist internal and external staff and enquirers in locating and researching FAO publications and reference material.
Circulate FAO publications to relevant Government and other recipients.
Perform other related duties as required.
Work Relationships
In his / her function as Information Resources manager of the country office, the incumbent acts as direct support to all staff of the office. Thus he / she is in frequent contact with all Officers and Assistants of the Representation as well as with national and international enquirers from within and outside the Organization. Besides these day-to day communications the incumbent communicates with responsible staff in respective divisions of FAO Headquarters, such as OCD, AFSI, corporate Library staff, with Regional and Sub-regional administrative staff, with administrative staff from other UN agencies in the country, as well as with staff and managers of local IT suppliers and software services.

Educational Requirements
Graduation from secondary school or equivalent technical school.
Specialized training in Information Technology.

Experience Requirements: Minimum 4 year(s)

Additional Job Requirements
Essential: Four years of progressively responsible experience in Registry and Information Management. At least one year experience in user support for MS Windows operating systems and MS Office software.
Desirable: Familiarity with FAO / UN administrative and registry system and procedures; knowledge of the Digital Records Management System introduced to FAO Registries; knowledge of library cataloguing techniques; experience in hardware and software configuration; familiarity with HTML and principles of web design; experience in hardware maintenance and procurement.
Languages:
Working knowledge (level C) of the FAO official language used for communication within the country (English, French or Spanish) and working knowledge of the local language(s) is required.
IT Skills:
